Take for example the shareholder-owned utilities, also known as “investor owned utilities” (IOUs for short). Whether engaging retirees, customers, or advocacy groups, the need to build trust, streamline communication, and measure impact is more important than ever. Yet traditional methods of stakeholder engagement often fall short in achieving these goals, hindered by inefficiencies and a lack of data-driven insights.


Artificial Intelligence (AI) has the power to bring new life to the way we engage with stakeholders. Imagine a tool that analyzes feedback in real-time, predicts outcomes, and personalizes outreach—AI makes this vision possible. By leveraging AI tools, your company can make stakeholder engagement more effective and meaningful. For instance, imagine using AI to predict which from your company's retirees are most likely to engage with an advocacy campaign based on their past behavior—it ensures outreach is targeted and impactful while fostering deeper connections. This article will briefly explore how AI can reshape stakeholder engagement, drawing on lessons from my work within one of the largest energy IOUs in the U.S. and its retiree engagement program.

Case Study: Retiree Engagement Program

I lead a retiree engagement program, a crucial initiative designed to mobilize retired employees in advocacy campaigns and community support. The program’s success hinges on clear communication, measurable outcomes, and continuous improvement.


One recent campaign involved increasing retiree advocacy around critical legislative issues. By implementing data-driven approaches, measurable results were achieved:

  • Grew our retiree advocacy pool to over 9,000+ newsletter readers with a click rate of over 38-40%.

  • Activated 80+ advocates who sent 160+ letters to policymakers for various policy issues.

  • Mobilized 60+ advocates to write letters to the governor to support key legislation.

Strategic planning and stakeholder insights drove these successes. However, advancing these efforts will require more sophisticated tools, such as AI, to optimize engagement.



AI’s Role in Public Affairs and Stakeholder Engagement

AI opens doors to transform stakeholder engagement in three powerful ways, bearing in mind how can we better understand sentiment, predict campaign outcomes, and personalize communication. These are the challenges AI is uniquely suited to address, and its solutions are reshaping the way we connect with stakeholders.


  1. Sentiment Analysis AI-driven sentiment analysis tools can process vast amounts of unstructured data from emails, social media, and surveys to gauge stakeholder opinions in real-time. For instance, AI can analyze retiree feedback from newsletters or town halls to identify common concerns, allowing us to address issues proactively.

  2. Predictive Analytics Advocacy campaigns often involve uncertainties. Predictive analytics can model campaign outcomes based on historical data, enabling organizations to allocate resources efficiently. For example, AI can predict which retirees are most likely to engage based on past behavior, ensuring targeted and effective outreach.

  3. Personalized Communication Stakeholders are more likely to engage when communication feels relevant to their needs. AI tools can segment audiences and tailor messaging to individual preferences. For instance, retirees interested in environmental issues could receive targeted updates on vegetation management, while those focused on financial concerns might get updates about pension security.

While AI offers immense potential, it also introduces challenges. Ensuring ethical use of AI is paramount to building trust with stakeholders.

  3. Transparency Stakeholders must understand how AI influences decision-making. Clear communication about AI’s role in advocacy campaigns can prevent misunderstandings and build trust.
